R. Steve Brown Program Director
Steve became Program Director of Texas Foundation Seed Service in the fall of 2001 after spending 27 years in private sector agribusiness. During his time in the private sector, he managed a diversified company that was involved with seed production and distribution, commercial grain operations, and livestock feed manufacturing. His business experience in seed spans from seed production and sales to day to day management of the companies involved in these agribusiness ventures. Past experiences include domestic and international seed production and sales.
Steve works very closely with the various plant breeding programs within Texas AgriLife Research and private sector companies that may be interested in licensing Texas AgriLife Research plant material improvements. He also works closely with the Texas A&M University System’s Office of Technology Commercialization (OTC) and Texas AgriLife’s Corporate Relations Office to help develop distribution plans that will make available AgriLife’s plant developments to the producers of Texas and beyond. He works to establish business relationships with various corporate partners on sponsored research programs that ultimately benefit agricultural producers not only in Texas, but also throughout the world.
Steve is very active on both internal and external committees involving the seed industry and intellectual property. Internal committee service includes seats on AgriLife’s Intellectual Property Management and Commercialization Team (IPMCT) and the Plant Release Committee (PMC). Externally, Steve has served as Chair of the Small Grains and Grass Committee for Texas Seed Trade Association (TSTA) and currently serves on the Board of Directors for TSTA. Also, Steve is a past Chairman of the Cotton, Peanut, and Sunflower Committee for the Association of Official Seed Certification Agencies (AOSCA) and works very closely with seed certification agencies in many states across the US.

Timothy M. Myers [Tim] Assistant Manager
Tim oversees production. He was raised in Oklahoma and graduated from Oklahoma State University with a B.S. degree in Agronomy. After graduation Tim became manager of Oklahoma Foundation Seedstocks. He managed that organization from 1981 until 1990 when he came to work at Texas Foundation Seed Service.
Rosemary C. Teague Staff Assistant
Rosemary is the office manager and bookkeeper. She was born and raised in southern Africa. She graduated twice from the University of the Witwatersrand, earning a B.Sc. with majors in Botany and Chemistry and a B.Sc. (Hons) in Botany. She has a UED (teaching diploma) from the University of Natal (Pietermaritzburg) and Bookkeeping and Accounting certifications from the Royal Society of Arts. In Rhodesia, Rosemary worked as a high school teacher and a computer programmer before moving to South Africa where she lectured for a while at the University of Fort Hare. She emigrated to Texas with her husband and three children in 1991. Rosemary joined Texas Foundation Seed Service in 1997.
K. Sean Stephens Technician 1
Sean assists with foundation seed production and maintenance activities. He is a lifelong resident of Vernon and graduated from Tarleton State University in 1991 with a B.S. in Horticulture and Landscape Management. Sean has been working for Texas Agricultural Experiment Station (now Texas AgriLife Research) since 1988, when he joined the Peanut Breeding Program in Stephenville. After graduation, he transferred to Texas AgriLife Research in Vernon where he worked for several years on the Wheat Project before joining Texas Foundation Seed Service in 1999.
